The surface-level numbers for tech employment in mid-2025 look alarming. The scale of contraction is not overstated. According to Indeed Hiring Lab, tech job postings as of July 2025 are down 36% from pre-pandemic levels — and the hiring freeze is now in its third consecutive year. Software engineering, still the most common tech job title, has seen postings fall 49% from early-2020 baselines.

Layoffs have accelerated the pain. Challenger, Gray & Christmas reported 62,075 total U.S. job cuts in July 2025 alone — a 29% increase from June — with tech, retail, and government leading. TechCrunch's layoff tracker recorded 16,327 tech employees laid off in July, contributing to at least 127,000 tech workers cut in mass layoffs across 2025. Meanwhile, July's overall nonfarm payroll growth came in at just 73,000, well below expectations, and BLS revised May and June figures down by a combined 258,000 jobs — a significant correction that suggests the slowdown is more entrenched than previously visible.

This is a genuine contraction. But it is not uniform, and that distinction matters.

AI Is Reshaping Who Gets Hired

The most significant structural force behind the contraction is generative AI — and it is simultaneously the source of the market's few bright spots.

BLS data analyzed by IEEE Spectrum shows that overall programmer employment fell 27.5% between 2023 and 2025. Hugo Malan, president of the science, engineering, technology and telecom unit at Kelly Services, described it as "a tectonic shift," noting the decline accelerated sharply with the rise of generative AI coding tools. Entry-level coding roles have been hit hardest, as AI assistants absorb a growing share of routine development tasks.

Yet AI is simultaneously creating demand in its own right. Indeed Hiring Lab found that generative AI job postings increased 170% from January 2024 to January 2025. Machine learning engineers are among the few tech roles with postings still above early-2020 levels. A 2025 report from the AI Workforce Consortium, led by Cisco, found that 78% of ICT roles now include AI technical skills as a requirement, and seven of the ten fastest-growing ICT occupations are AI-related — including AI/ML engineer, AI risk and governance specialist, and NLP engineer.

The pattern is consistent: AI is compressing demand at the commodity end of engineering and expanding it at the specialized, higher-complexity end. Hiring managers and engineers who understand this split will navigate the next 12 months far better than those who don't.

Demand for AI governance skills is up 150% and AI ethics skills up 125%, according to talent intelligence data cited by staffing researchers.

The challenge for employers is real: Robert Half's survey found 87% of tech leaders report difficulty finding skilled workers, even as the broader market contracts. Indeed's own data shows 45% of hiring managers cite a lack of skilled applicants as their top challenge. The supply of junior candidates is plentiful; the supply of senior engineers with genuine AI fluency is not.
